In 1990, when he was named Black Engineer of the Year, Art Carter was vice president and general manager of Boeing's Missile Systems Division. An electrical engineer, Carter spent his entire career advancing with Boeing, working his way up the ranks of leadership. Retired since 1998, Carter serves on the boards of numerous organizations in and around Seattle, including the Citizens Oversight Panel of Sound Transit, a $4-billion transportation improvement project for the Puget Sound area.

DIRECTOR OF PUBLIC WORKS 
CITY OF MINNEAPOLIS, MN
 

Minneapolis, Minnesota's largest city (population 382,619) and the heart of cultural and economic activity for the Upper Midwest, is seeking a cutting-edge public works executive to lead the City's Public Works Department. The new Director will lead a full-service Department with a staff of about 1,400 and a fiscal year 2003 annual budget of $238 million. 

The ideal candidate will be a strong manager and results-driven engineer who can successfully lead a complex, multi-faceted organization. The new Director will 
have broad experience in all areas of public works including efficient service delivery, project design and management, customer relations, intergovernmental relations, and managing diverse workforces. She or he must be skilled in building strong relationships with a wide range of stakeholders including elected officials, department managers and employees, employee unions, the community, and state and regional agencies.

Candidates must have an engineering degree with ten years of engineering experience (including at least four years of management experience) and be a registered engineer. The annual salary for the position is $114,288. The City also provides an excellent benefits package.
