In 1990, when he was named Black Engineer of the Year, Art Carter was vice president and general manager of Boeing's Missile Systems Division. An electrical engineer, Carter spent his entire career advancing with Boeing, working his way up the ranks of leadership. Retired since 1998, Carter serves on the boards of numerous organizations in and around Seattle, including the Citizens Oversight Panel of Sound Transit, a $4-billion transportation improvement project for the Puget Sound area.

Engineering Document Center Manager   

The Port Authority of New York and New Jersey is a bi-state agency responsible for providing transportation and port commerce facilities and services for world-class airports, marine terminals, bridges, tunnels, rail and bus terminals.  We currently have an excellent opportunity for an Engineering Document Center Manager.  

Reporting directly to the Manager of the Engineering Management Services Division, you will manage a diverse technical staff associated with the operation of the Engineering Department’s Electronic Document Center.  You will be responsible for the day-to-day operations of the Electronic Document Center including electronic media management, as well as the storage and management of engineering information such as drawings, estimates, contract books and other engineering documents.  

To qualify, you must have extensive knowledge of Electronic Document Management including, electronic media, electronic drawing imaging (TIFF, PDF, DWG, DWF, etc.), optical scanning and web sites.  Knowledge of the content and process of engineering design and construction documents including a comprehensive understanding of contract drawings, specifications, submittals and reports is also required. Qualified candidates should have extensive  database familiarity, specifically the ability to develop databases, queries, and ad-hoc reports.  A working understanding of schedules and cost control methodologies is also necessary.  Ideal applicants will have detailed knowledge of Microsoft Office Suite 2000, Microsoft Access, Adobe Acrobat 5.0, Scanning and Conversion software, Graphics software and Document Management Systems. Extensive knowledge of plotters, scanners and operation of multiple CD Burners is required. Candidates will have the ability to coordinate with al levels of staff including other departments on all aspects of Electronic Document Management, as well as superior written and verbal communication skills.
